Homeless Assistance Program (HAP) Policy and Procedures


The Homeless Assistance Program known as HAP is a program established by the Pennsylvania Department of Human Services (DHS), in an effort to combat homelessness in Pennsylvania. HAP is a County-directed homeless intervention program that offers supportive services to individuals and families who are experiencing homelessness or who are at risk of homelessness. Dauphin County has partnered with local non-profit organizations to administer the following components as part of the HAP program: bridge housing, case management, rental assistance, and emergency shelter. The goal of this program is to provide homelessness prevention and supportive services to individuals and families who are experiencing homelessness or are at-risk of homelessness to help them secure or remain in permanent housing and achieve self-sufficiency economically.

Listed below are approved policies for the Dauphin County HAP Program.  Please see the table of contents for our current list of policies.  Providers that contract with the HAP Program are required to comply with our policies.
