Programs

Dauphin County Human Services is easily accessible, culturally competent, and holistic as services are being provided to the residents of Dauphin County, with special emphasis on the most vulnerable citizens.

Human Services Development Funds

HSDF is used in the human services system to provide locally identified services that will meet the human service needs of citizens. The funds must be used to provide social services and service coordination in the following areas:

  • Low-income adults
  • Homeless persons
  • Aging and aged persons
  • Drug addicted and alcohol addicted persons
  • Persons with mental health problems
  • Persons with intellectual disabilities
  • Dependent and delinquent children

Providers funded by HSDF in the fiscal year 2016/2017 include:

  • AAA- Meals on Wheels allows persons 18-59 to remain in their homes  ($3,400)
  • Capital Area Coalition on Homelessness (CACH) – Coordination of services and funding for homeless services ($1,000)
  • Contact Helpline – 24 hour information/referral and listening services ($8,000)
  • Christian Churches United – Case management for immediate physical needs ($5,000)
  • Shalom House – Case management for homeless women and their children ($4,000)
  • International Service Center – Interpreter services ($1,000)
  • Central Pennsylvania Food Bank - Food Pantry in the Northern Dauphin Human Services Center ($90,000)
  • JusticeWorks YouthCare- Coordinates and facilitates adult Family Group Conferences ($5,000)
  • YWCA of Greater Harrisburg-Facilitates Diversity Forum and Diversity Forum Advisory Panel meetings. ($1,200)

Family Centers

The primary goal of the Dauphin County Community and Family Centers is to promote healthy social and physical child development through effective parenting, early intervention and outreach services. Through home visits and workshops, families are empowered to maximize resources, allowing them to strive towards self-sufficiency.

Child Care Consultants

Dauphin County contracts with Child Care Consultants to provide the administration of the states Child Care Information Systems (CCIS), to provide families resources and referrals for child care providers.  In addition, Child Care Consultants helps eligible families pay for child care services, for children from birth until their 13th birthday.   Eligible parents must work at least twenty-five (25) hours a week.

State Food Purchase Program

The State Food Purchase Program solicits surplus food from the area food industry and distributes donations to a network of non-profit charitable feeding programs that provide direct service to the disadvantaged.

Emergency Food Assistance Program

This program provides for the distribution of funds under the Emergency Food Assistance Program.
