The Department of Human Resources supports all employees, retirees, and elected officials/department heads to address the needs of Dauphin County's 1,500+ employees and 1,300+ retirees.

The goal of the Department of Human Resources is to provide administrative and operational support to all departments within Dauphin County by working collectively to achieve our departmental initiatives and mission. The Department of Human Resources provides the following:

  • Recruits and selects top talent to fill County jobs in a timely manner
  • Supports our local community by providing a respectful, diverse, safe and caring work environment
  • Provides excellent customer service and pursues continuous quality improvement
  • Effectively administers and communicates human resources policies and procedures that are fair and in compliance with employment laws, labor agreements and County government goals and objectives
  • Ensures fairness and transparency in pay practices by advocating for fair and competitive employee compensation, benefits and training

Employee/Labor Relations' main goal is to establish and maintain positive relationships with both employees and labor groups across the organization. We strive to meet this goal by promoting diversity and inclusion; negotiating terms and conditions of employment; monitoring compliance with all collective bargaining agreements; administering County merit hire rules and conducting timely and thorough investigations into allegations of discrimination, harassment and workplace misconduct.

We ensure employees are paid correctly in accordance with reported work times, payroll deductions are accurate and correct, as well as leave accrual is properly recorded, all in accordance with the Dauphin County Handbook and/or appropriate bargaining unit contracts. Duties include managing accurate and timely payroll processing, ensuring compliance with tax laws, garnishment procedures, and other regulations. We also assist with employment verification requests and Public Service Loan Forgiveness PSLF paperwork. How to Gain Retiree Oracle Access/Change Personal Information

If you are a retiree who needs Oracle access to help with changing your address or direct deposit information, please contact Brandi or Permonica. They will meet with IT to provide you with a link to Oracle access to change this information.
