Dauphin County Leader in Behavioral Health Honored with Statewide Award at County Commissioners of PA Conference Last Night

Aug 7, 2024

HARRISBURG (Aug. 7, 2024) Andrea Kepler, LCSW, Administrator of Dauphin County’s Mental Health, Autism and Developmental Programs, was honored with the prestigious “Associate of the Year” Award at the County Commissioners Association of Pennsylvania Awards Banquet last night.

Kepler’s experience in the field includes serving as the CEO of Wernersville State Hospital, giving her a unique vantage point on the need for comprehensive community-based mental health care after state hospital closures two decades ago. Under her leadership, Dauphin County has implemented large-scale system improvements, including building a three-county Crisis Walk-in Center, slated to open by year’s end; working with the Capital Area Coalition on Homelessness (CACH) to implement low-barrier shelter options and engagement through community outreach efforts to the unhoused; collaborating to create a Suicide Prevention Coalition through both a Department of Health grant and an Opioid Remediation grant; rebuilding both the CMU Board and the MH/A/DP Advisory Board with dynamic community members; working through numerous employee matters and hiring experienced employees to create a strong and knowledgeable MH/A/ID Department; and examining all aspects of the MH/A/DP budget to optimize funding for increasing demands for services and supports.

“Andrea's talents transcend these achievements, but we hope they give you a glimpse of her far-reaching impact,” Dauphin County Commissioner George P. Hartwick, III said in his nomination of Kepler. “Andrea Kepler personifies leadership and public service at their highest and best levels.”

Commissioner Justin Douglas, who often addresses mental health issues as oversight commissioner of the Prison, said, “Andrea is multi-talented and uniquely dedicated to the care and treatment of those with issues in behavioral health, and we are so pleased and proud to see her efforts acknowledged and honored.”

“We are very happy to earn statewide acclaim for the work of our employees and even prouder that together we are changing lives through the work they do day in and day out,” added Commissioner Mike Pries.
