Dauphin County Commissioners Present 2022 Craig Webb Memorial Awards for Outstanding Police, Fire and EMS Officers

The Dauphin County Commissioners honored three outstanding public servants this week with Craig Webb Memorial Awards.

Each year, the commissioners present the award to outstanding representatives of police, fire, and EMS services – the award named in honor of the late Craig Webb, a longtime paramedic who died suddenly on Dec. 18, 2004.

“When the rest of us are enjoying a social gather, dinner, or movie, you all are making sacrifices at all hours to keep communities safe,” Dauphin County Commissioner Chair Mike Pries said.

The 2021 winners are: Nathan Ishman (police), Todd Zwigart (fire), and Stephen Boyer (EMS).

The three men were among a large crowd for the awards ceremony during the County Commissioners’ public meeting on Dec. 7.

- Ishman, a senior patrol officer with Harrisburg Bureau of police, is assigned to daylight shift and on the Hill Unit, a pro-active, experienced group of officers.

He has worked in a variety of capacities, from K-9 handler to a member of the street crimes unit, and is commonly contacted by outside agencies for help.

Ishman thanked his fellow officers and said he was honored to receive an award with Craig Webb’s name on it.

- Commissioner Chad Saylor awarded Zwigart as Fire and Rescue Leader of the Year.

“The bravery and selflessness from our emergency responders truly are incredible,” Commissioner Saylor said.

Zwigart started in fire service as a young junior firefighter 35 years ago. He worked his way up the ranks, ultimately becoming Chief of Paxtang Fire Company from 2005 to 2019.

Zwigart thanked his family for support and for following the family tradition and joining the fire service as well.

- Commissioner Hartwick recognized Stephen Boyer as the EMS provider of the year.

Boyer has been active with EMS in Dauphin County for 26 years.

After serving in the US Army, he went to school to become an EMT – he knew his life calling was to help people. He joined Medic 6 – Upper Dauphin County Emergency Services – and quickly established himself as a leader, becoming Director of Services in 2005.

Boyer said it is important to remember all the great things Craig Webb did while he was alive, in addition to reflecting on the tragedy of his death.

Jeff Enders, director of Dauphin County Department of Public Safety, gave special recognition to the families of all emergency responders.

“You all make sacrifices right next to your loved ones – every day and every call,” Enders said.
