Public Access Policy

Electronic filing is offered as a substitute to filing original documents at the Register of Wills and Clerk of the Orphans’ Court office. Unless directed otherwise, originals of electronically filed documents should not be submitted.

Please note that legal papers in the following categories shall not be filed using this system.

(1) Petitions, exhibits, or related filings under Title 23, Part III (Termination and Adoption)

(2) Petitions to Disinter

(3) Petitions filed under Title 20, Chapter 57 (Presumed Decedents)

(4) Formal Accounts

(5) Minor’s Applications for Judicial Authorization of an Abortion

Procedure – Existing Cases

  1. Choose the type of case to which you are filing and enter the case number and case name.
  2. Enter the filer information.  The filer may also be the petitioner or the attorney.
  3. Choose what type of legal paper you are filing and upload it in the designated area.  Up to twenty documents may be e-filed at one time. Uploads must be in PDF or TIFF format.
  4. Answer whether any of the documents being filed are petitions.  If yes, enter the petitioner information.
  5. Enter the attorney information.
  6. Enter a contact email address for the person (filer, petitioner, attorney, paralegal) where e-filing notifications should be sent.
  7. Authorize payment of filing fees and processor fees. A hold will be placed for up to thirty (30) days from submitting the e-filing. If there is a discrepancy in the total fee due, you will receive a request to authorize recalculated payment. The transaction will post once you receive a Notice of Filing.

    ACH through MSB Gateway $ .20 each
    ACH through Authorize.net Gateway 1.00%
  1. After your documents are e-filed, you will receive a Submission Receipt that will state the date and time the legal paper was received by the electronic filing system.
  2. After the documents are reviewed, you may receive a Notice of Filing, Notice of Fee, or Notice of Rejection.
  3. A Notice of Filing indicates that your submission has been filed by the Register of Wills/Clerk of the Orphans’ Court.  A Notice of Filing does not constitute acceptance of the filing by the Court of Common Pleas.
  4. A Notice of Rejection indicates that your submission has been rejected.
