Randie Yeager is responsible for overseeing and coordinating the human services departments, their initiatives, practices and programs, each department’s policies reflecting the cross-system vision to ensure integration among all service systems.  She is committed to ensuring barriers to services are removed, and service gaps are innovatively addressed by maximizing resources.  Ms. Yeager welcomes the collaboration and assistance of community organization and members to engage in creating successful outcomes for the individuals and families we serve.

Mr. Lighty assists the County Solicitor as council to county government. He handles all legal issues of the Human Services Director's Office. Additionally; he processes all contracts of the various providers contracted by the Human Services agencies.

Ms. Crown assists in maintaining day-to-day operations of the Human Services Office. She assists staff of the Human Services Director's Office with a variety of clerical duties, receives concerns, queries and information requests from the public; routes queries and other requests to the proper authority or responds independently to them.

Ms. Quick handles all financial duties of the Human Services Director's Office. She serves as resource to other Human Services Fiscal Coordinators; collaborates to keep up to date on changes in statutory regulations as well as tracking various categorical funding streams to ensure that necessary fiscal procedures are development. Ms. Quick oversees all Human Services Data Collection Systems.

April has spent almost 20 years dedicated to work in Human Services.  She graduated from Shippensburg University in 2003 with a Bachelor’s of Social Work and subsequently a Master’s of Social Work in 2009.  She is a licensed clinical social worker with years of experience in the areas of childhood adversity and trauma, mental health, and substance use treatment and recovery.  She has worked in our own Children & Youth, Crisis Intervention, and Drug & Alcohol offices before joining the Human Services Director’s Office in 2017 as the Assistant Director of Quality Assurance.  During that time, she facilitated and led many process improvement activities within the Human Services Departments and with community agencies, represented the County in the implementation of the Early Learning Initiative, and aided in tracking effectiveness for the Human Services Block Grant.  She continues to assist in these roles including oversight of the CYS and AAA Quality Assurance teams.  She was promoted to the role of Director of Human Services Initiatives in the fall of 2020 and has work focused on early childhood learning and housing and homelessness.  She is also the program administrator for the Dauphin County Emergency Rental and Utility Assistance Program. April provides coaching for leadership as well as assist in the development of innovative service delivery for Human Services in the County.

Angelica Fiore, HR Analyst 2

Ms. Fiore is the Human Resource Liaison for the Dauphin County Departments covered under the Dauphin County Merit Hire system: Area Agency on Aging, Children and Youth, Mental Health/Autism/Developmental Programs, Drug and Alcohol Services and the Human Service Director’s Office. She performs a variety of HR generalist duties along with being responsible for all personnel actions between and among these departments. Before joining Dauphin County Human Service Director’s Office, she was employed at a local non-profit as Chief Operations Officer. She graduated from Utah State University In 2021 with a Bachelor’s degree in Human Development and Family Studies.
